Police investigating the death of a 1-year-old boy who was shot in his stroller during a walk on a city street believe his father was the intended target, Commissioner Raymond Kelly said Monday.

Why didn't they make it 'Dad of shot NYC toddler'? Putting 'shot' where it is in the hed isn't even ambiguous: it only means one (and the wrong) thing (ie that the dad opened fire at some kind of 'likely target').
If I were the "Dad" in question, I'd be talking to my lawyers.
