We're in agreement here. I find that echoing quotes and in fact not knowing how to lead into quotes are pretty typical young-reporter mistakes. Most — like me as a young reporter — are trained out of this fairly easily by attentive editors.
Is this a stripped down version of "tell 'em what you're gonna say, say it, and then tell 'em what you said"? At least they didn't follow up with, "Wulff added that such cases, while occurring, are rare."
